KDE is an acronym for "K Desktop Environment", one of the most popular and full-featured desktop environments for Linux. It is the default desktop environment in Mandriva, PCLinuxOS, Kubuntu and many others.

KDE 3.x is the older and more stable version, while KDE 4.x is the newer and less stable version with a lot of new features.
